Preheat your Casserole on medium-high heat for 5 minutes (PL 7 in PH induction)
Sprinkle water droplets onto the Casserole, when the droplets bead and dance across the surface lower the temperature to medium (PL 5 in PH Induction Unit).
Add onions, carrots, and chicken broth into the Casserole. Saute for 1 minute.
Add garlic and continue sautéing for another minute.
Pour in tomato juice and coconut milk. Cook for 3 minutes. Stir in tortellini, oregano, rosemary and salt and pepper to taste for 1 minute.
Reduce heat to medium low (PL 3) and cover with the lid. Turn valve to the Steam-Seal™ position. Cook for 5 minutes, then uncover and stir in the basil.
