Preheat Skillet on medium-high heat (PL7 in PH Induction) for 5 minutes.
Season chicken with salt and pepper to taste.
Sprinkle water droplets into the Skillet; when the droplets bead and dance across the surface, turn heat down to medium (PL 5). Add chicken and sear, without lid, on one side for 5 minutes.
Turn the chicken over, lower the temperature to medium-low (PL 3). Add water, tomatoes, chiles, onions, garlic, clove and bay leaf.
Cover with lid and turn the valve to Steam-Seal™ position. Cook for 5 minutes.
Turn off the heat and take the chicken breast out of the skillet.
Add the chiles and vegetables to the Blender with some of the liquid left over in the skillet. Also add the rest of the seasonings and blend. Taste the sauce and adjust salt and pepper to taste.
Serve chicken with ¼ cup of the sauce; can consume as a taco, or over a bowl of brown rice, cilantro, cucumber and pineapple.
